Gela, once part of an ancient Greek colony, is today a settled city in the province of Caltanissetta, south of Sicily, Italy. It was found around 688 BC and named after the river, Gela – name reacquired in 1927. The city resembles the character and history of many undergoing battles, and extreme changes, defeats, hope, accomplishments and deceptions starting with the deep influence of the ancient civilizations in their battles for conquering… all the way to the hope of a dreamed new beginning with the discovery of oil. Gela, from enthusiasm to deceptions, it is a city of up and downs, and hope.

Previous to the WWII, Gela was mainly a rural area focused on the production of wheat and cotton and a light production of olive oil, wheat and pasta mills. The secondary types of commerce were the handicraft activities and the seaside tourism. Gela was also an important loading harbour for the exportation of the wine-producing yards that ended during the war period.  In 1956, the city revived all hopes of economic growth with the discovery of a potential tool for economic prosperity, Oil.

As the enthusiasm for a better life increased, people would comfortably work hard on the construction of the refinery. Later the refinery employed many locals, men and women, and promoted immigration, even for those who once left home looking for better opportunities and now had the chance to come back.  A former worker of the refinery, Antonino Granvillano, describes his emotion as the following, “The refinery was something beautiful because it was the prospect of work, of autonomy, independence; it was the opportunity to build your future... I must say that this has allowed several women to see the perspective of life in a different way because the woman began to buy her freedom and the opportunity to contribute to the development...”

By 2011, Gela became one of the most important industrial centers of Petrol in Sicily.
It grew among the largest in Europe and the Industrial Development Board, ASI giving room to the progress of family-owned SMEs.

On the other hand, all dreams and hope, technological advance and growth that once revived the city’s spirit, brought a lot of deceptions and negative consequences in many aspects such as health, environmental issues, social structure and a new crisis. The refinery also faces two major factors, a decrease in demand for petroleum products and the international competition. Many countries are gradually increasing sources with a lower environmental impact, such as gas alternative technologies or electric vehicles for transport. On the other hand, Russia, the US gulf, and the Middle East have competitive advantages over Italy in terms of the deficit in European diesel. In addition, they are accused of lack of transparency and strategies for environmental and social responsibilities.
The approach of health statistically released by WHO in 2014 shows that there is a significant excess in mortality among the residents. Studies show that between the years 1995 – 2002, more than 20 men and 15 women die daily merely from all type of cancers and respiratory diseases. In addition, there is a significant number of kids and teenagers suffering from asthma due possibly by the heterogeneous mixture of pollutants originated by industrials or disposal activities and waste treatment.
Also, the news in Corriente di Gela reported the alarming situation of male infertility and deformed babies.

In terms of social structure, Federico Hoefer describes his view on the consequences of the industry evolution, “... the impact of the industry created a fracture, plebian and aristocratic... and four or five entities substituting the culture of grain by technology.“ (4) There are also strong rumours of corruption of many activities in connection with the government and as a proof of this matter; ENI started the so-called anti-corruption compliance program, which is related to the national and international legislation and best practice.

In November 2014, an agreement for the implementation of a new phase of industrialization was signed promising, again, new solid employment, technological innovation, positive impact in environmental and social terms at a very high level of investment
Nothing has been mentioned about the health damages already done and according to environmentalist and the WWF, World Wide Fund for Nature, studies published in June 2015 shows the drilling activity, already included in the 2.2 billion euro-project for environmental improvement, taking place in an important marine wildlife area of protected species.

In April 2015, the candidate for mayor, Giuseppe Di Dio, spoke about the lack of interest of the refinery for the city emphasizing the deeper negative impact on employment with the following statement, We call on the mayor and the president, to take immediate action by setting up a technical policy, in order to avoid what happened today could undermine the agreement signed in November, continuing to mortify and humiliate our city."

In October 2015, after considering all the elements that were supposed to make the already-operating investment cycle confirmation by Eni (with about 170 million already spent on the design of a total of 2.2 billion), the union noted the lack of action in preparation for the construction of the plants, the continuous postponement of the beginning of activities as well as 200 workers who has already been considered without a previous analysis of work shift, professionalism and service to be performed.
